SYMPTOM(s):
Error: Can't create output file <Progress installation pathname> jni_util.dll
CAUSE:
The error is received when attempting to install a Progress patch into a pre-existing Progress release directory with the AdminService still running.
FIX:
Stop the AdminService in order to complete the installation of the patch.
