GOAL:
Why the AppBuilder (V9.1x) or UIB (V8) is not saving changes made to the Editing Options.
CAUSE:
A user installed Progress with Administrative privileges, but was not part of the User group.
FIX:
From the local system, add the User group to the user's profile.
