FIX:
In Windows NT & 9x, when using the File Open / File Save dialog, the initial directory will be the working or start-in directory as specified within an icon or shortcut.
In Windows 2000 and Millennium, the directory is the most recently used directory.
The changes are incorporated within the Windows Common Dialogs DLL (comdlg32.dll).
Information received from Microsoft regarding this change indicates that it was not based on a technical reason, but rather was seen as a user enhancement which Microsoft thought would improve the user experience.
