SUMMARY:
You can receive the error above trying to connect a progress Database through SQL-92 enginne using Acutate 5.0


EXPLANATION:
Actuate has to find some dlls located into Progress installation.

SOLUTION:

Set DLC and PATH enviroment variables.
If you are using a win 95 or 98 set those enviroment variables into autoexec.bat and reboot the machine.
If you are using a Windows NT or 2000 set it into ENVIROMENT settings (control painel - > system icon)
eg. Suppose that you have a progress instalation at c:\dlc you setting will be:
DLC=c:\dlc
PATH=%DLC%;%DLC%\bin;%PATH%
