SYMPTOM(s):
** Cannot find or open file <file-name>, errno = <number>. (43)
Error 43 issued with proshut, rfutil end and rfutil new.
CAUSE:
Progress processes accessing the database while these commands are issued.
FIX:
Kill the Progress processes that are accessing the database.
