CAUSE:
Bug# OE00066831
FIX:
Upgrade to Progress 10.0A or later.
If upgrade is not a viable option, as a workaround try one of the following:
1) if you are still connected to the database, create a new empty database, connect it and use the dump incremental option from the data administration tool to generate the delta.df. It will include all the definitions for all of the tables without error.
2) Use the graphical interface/environment to dump the definitions - this has worked in some but not all cases
