Using conv78 utility to convert a Version 7 database to Version 8.

CAUSE:
The bi file was not truncated before converting Progress versions.
FIX:
Truncate the .bi file in Version 7 before converting the database to Version 8.
Example: proutil <db name> -C truncate bi
