CAUSE:
Development Server licenses, such as WebSpeed Development Server, Provision Development Server, and Provision Plus Development Server, do have compilation capability. In some situations, depending on which products are installed together with the Development Server license, it is not possible to compile programs. For example, if WebSpeed Development Server and Enterprise Database are installed together, you will receive the error described.
FIX:
This problem is fixed in Version 9.1C. As a workaround, install the Development Server license separately from the other licenses.
