FIX:
As noted in the Installation and Configuration Guide for Windows, running a Progress Shared Network Install on Citrix MetaFrame is not supported.
The shared network installation utility provides multiple client access to a single copy of Progress that is pre-installed on a network-accessible drive. The utility updates each client machine with all systems files, icons and Registry entries that are necessary to run Progress locally.
