These problems have historically been related to 32k string limits and 64k partition limits.
There is a Beta program beginning sometime in the first
week of April and ending sometime the first week of May which
will contribute to addressing these problems.

V9.1C Action Segment Beta Program Overview
The Progress® Version 9.1C release is primarily a maintenance release.
The main goal of this release is to provide our customers with productive tools that will enable them to bring their Progress-based applications to the Web while at the same time maintaining a high standard of quality with the core product. This release extends and improves the Version 9/3 productfamily. The V9/3 product family supports the Universal Application Architecture (UAA) and allows our customers to build applications that are distributable, scalable, and reusable.
Progress Software Corporation's (PSC) primary goal for the Progress
Version 9.1C Action Code Segment beta program is to ensure that the
increase to the main action code segment size to allow up to four rather than only one.
