Error: <command name | SQL Exception message>. (8933)
Error: [JDBC Progress driver]:failed to create the Progress NLS handler (8933)
CAUSE:
Cause unknown at the moment of this writing, although past experience strongly suggest that the problem is related to Windows Service Pack 6a and its components
FIX:
Install or Re-install Service Pack 6a for Windows NT 4.0
