No.

Can multiple clusters on a node run a server for a database?

No. Only one cluster node at a time can run a server for the
database.

Can a client connect via shared memory from one cluster node to a database that is running on another cluster node?

Only clients on the same cluster node where the database is started are able to access the database via shared memory. Clients on other cluster nodes need to access the database server in a client server mode using the -H, -S and -N parameters.

Do VMS clusters have application failover similar to today's UNIX and Windows NT based systems?

No. "Failover" on a VMS cluster would have required an implementation of Progress using distributed locking which is not offered.
