Use of -E European decimal format under CTOS

When starting a PROGRESS single-user or client session under V6 CTOS,
the command "PROGRESS 4GL" is used. This command brings up a form
which contains the most commonly used, although not all, startup
options that apply to the single user/client session.

Some startup options require a parameter when used, such as the
Local Buffer Size -l option. If no parameter appears, the option
is ignored. If a parameter exists, but it is not "usable", such as
a string appearing where an integer must be, an error will be sent.

Some startup options, however, are simply used or not used. The
European Numeric Format -E is such an example. If _ANY_ character
string is entered on this line of the CTOS command form, the option
is interpreted as being "turned on", and decimal and integer displays
will appear in European format, e.g., one thousand French francs and
fifty centimes should be displayed as "1.000,50". In order to use
American format, NO entry should be made on this line of the form.
Thus both "YES" and "NO" turn ON this feature!
If a parameter file (.pf) is used, the UNIX/DOS format, "-E" simply
needs to appear on its own line in the file.
You can also use the "Options" line and enter "-E" to engage it.
