Error connecting to a remote database
Unable to find protocol TCP in file PROTOCOL or PROTOCOL file not found in expected location. (5191)
Protocol file exists in proper place
CAUSE:
The registry key that pointed to the location of the protcol file was incorrect.
FIX:
Modify the registry key to point to the directory path where protocol and services files are located.

HKEY_LOCAL_MACHINE > System > CurrentControlSet > Services > TCPIP > Parameters > DataBasePath
Value:
%SystemRoot%\System32\drivers\etc
