FIX:
YES. You can create a bulk load description file (.FD) using the Progress version 8 Data Administration utility (or the version 8 Data Dictionary utility) then use this .FD file to perform a bulk load operation against a version 9 database (provided the schema is identical between the version 8 and version 9 databases).
EXAMPLE: proutil V9_DBname -C bulkload V8_DBname.FD
