After a previous WebClient uninstall, the content of the application's prowcapp file is received when selecting the application link (bootstrap.htm).
CAUSE:
During the Webclient uninstall process, a prompt to delete or keep three of the files that are stored under %SystemRoot%\Program Files\Common Files\Progress Software\Webclient appears. If the files are kept, the contents of the prowcapp file will appear in the Web browser the next time the bootstrap file is run
FIX:
Run the following command:
regsvr32 "%SystemRoot%\Program Files\Common Files\Progress
Software\Webclient\prowcver.dll" /u
where %SystemRoot% is your Windows installation directory.
After you run the command, the bootstrap file should start the Webclient installation.
