FACT(s) (Environment):

Windows 2000
Progress 9.1x

SYMPTOM(s):

Installation of Personal Database encounters error.

Cannot copy file c:\Progress\bin\ProCtrl.cpl, error 32

Installation of Personal Database Completes despite error.

ProControl icon is not present in Product group after installation.

Accessing ProControl via Control Panel gives error.

Cannot copy file c:\Progress\bin\ProCtrl.cpl, error 32

Cannot read PSC\ProService registry information.

CAUSE:

This issue is only related to WINDOWS 2000, (there'd be no problem on WINNT for example) The reason is that WIN2K install will not copy over the proctrl.cpl in winnt/system32 because the versions are the same resulting in the error, "cannot copy file /program files/progress/bin proctrl.cpl error32"

FIX:

1) Stop the AdminService and change the AdminService Startup Type to manual mode.
2) Uninstall Progress.
3) Delete c:\winnt\system32\ProCtrl.cpl.
  This file cannot be deleted without following these steps:
  a) Reboot the machine.
  b) While rebooting, Hit F8 when the message "For troubleshooting hit F8"  appears.
  c) At the menu, Select 'boot into "SAFE MODE" with Command Prompt'.
  d) When the machine reboots in Safe Mode go to the c:\winnt\system32 dir
  e) Delete ProCtrl.cpl.
4) Reboot the system again and login as usually.
5) Rerun the installation of Progress and choose a Complete install type.
6) Reboot the system.
