The 9.1B Release Notes currently indicate the following information about the supported Windows NT 4.0 Service Packs.

Windows NT 4.0 Requires Service Pack 6a

Before installing Progress Version 9.1B on Windows NT,
first install Windows NT Service Pack 6a.
Note: Although Windows NT Service Pack 6.0 is available from Microsoft, Progress Software Corporation recommends that you do
not install it. For more information, see the Tech Support page
on the Progress Web site (www.progress.com).

The Release Note should indicate the following:
Progress Software Corporation recommends, at minimum, NT Service
Pack 5 when installing version 9.1A or 9.1B on Windows NT 4.0.
Also acceptable are NT Service Packs 4 and 6a. Although Windows NT Service Pack 6.0 is available from Microsoft, Progress Software Corporation recommends that you do not install it.
