CAUSE:

Bug# 20000727-006

FIX:

Upgrade to Progress 8.3C09 or later release
Upgrade to Progress 9.1B02 or later release

Workaround:
Create an empty file named prowin32.exe.local in <Progress installation directory>/bin
This forces Windows to load the local versions of any DLLs needed by the executable prowin32.exe.
Then, place an older version of riched32.dll (versions prior to 5.0.2xxx.x) in the same directory
