POSSIBLE CAUSE OF ERROR:

You have exceeded the system limit of kernel settings for SEMMSL
(maximum number of semaphores per semaphore id) and SEMMNS (total
semaphores in the system).

CORRECTIVE MEASURES:

1. Increase SEMMSL and SEMMNS kernel parameters. See the PROGRESS
System Administration II - Appendix A in PROGRESS version 6 or the
System Administration Guide - Appendix A in PROGRESS version 5 for
recommended settings. Consult your operating system manuals for
how to reconfigure the kernel.
2. If you cannot increase SEMMSL and SEMMNS any further, decrease
the -n (Number of Users) startup option.
