Kbase 19888: UIB Taking a Long Time to Start

If the UIB appears to be taking a long time to start up,
check your PROPATH environment variable to validate that
$DLC (%DLC%) and $DLC/bin (%DLC%\bin) are located at the
beginning of the PROPATH.
To display your PROPATH environment variable, use the following command lines:
In UNIX:
$ set or env or echo $PROPATH
In DOS:
C:\> SET
In Windows NT:
Right click on "My Computer" and select the environment tab.
The top portion of the window displays system variables while
the bottom portion contains user variables.
