FACT(s) (Environment):

SYMPTOM(s):
Error when creating new project.
Recently upgraded the Progress Translation Manager.
Unable to copy source or target database, because we couldn't connect to it. (8265)
CAUSE:
DLC environment variable is not set properly.
FIX:
To resolve this problem check the DLC environment settings. Most probably the DLC
environment variable is still set to the old Progress version in the autoexec.bat file. Update the file and create a new project.
