FACT(s) (Environment):

SYMPTOM(s):
Invalid username and/or password specification. (9173)
Error 9173 connecting from the Progress Explorer to the Adminserver on Windows NT.
Username and password are correct.
CAUSE:
The password becomes invalid when "User Must Change Password at Next Logon" is enabled
FIX:
If the username and password are correct, check the following settings on NT:
1. Administrative Tools (Common)
2. User Manager
3. Highlight the User Properties for the user you are logged in as. If the following box is checked then uncheck it: User Must Change Password at Next Logon
4. Once unchecked, connection from the Progress Explorer to the AdminServer should be possible
