SUMMARY:
When you configure a broker to run under a specific user account, you must assign the "logon as service" and "logon as batch job" rights to this user.
Windows 2000 uses a different interface to assign user rights than does Windows NT.

SOLUTION:
In Windows 2000:

1) From the Start menu, select Settings and choose Control Panel.
2) Double click on the Administrative Tools icon and select Local
Security Policy.
3) Expand the Local Policies tree and select User Rights Assignment.
4) Assign rights from the User Rights Assignment panel.
