Kbase 19579: Unable to start Application, Exception: Access violation NT

DESCRIPION
It may happen that you have been able to use an application, e.g., Progress Explorer tool (here used for illustration) without problems in the past. Then suddenly when attempting to start an application, here, the Progress Explorer tool, a message from Dr. Watson generate an access violation error message, "An application error has occurred and an application error log is being generated" followed by an exe file (e.g., jrew.exe) "Exception Access violation (number), Address: (address).
I will here give one possible answer to why it may happen and one way to get around the problem.
PROCEDURAL APPROACH
The first thing to do in this situation is to find out if it is domain specific. This can be done by logging in with the same account on a different machine and/or find out if different users/domains experience the same problem.
If the problem occur with a user specific logon on several machines one may with certainty say that the problem is domain/profile specific.
A way to get around the problem then is to enter the Registry (Regedt32) and delete the entries under HKEY_CURRENT_USER/Software/PSC
By doing this you are forcing any application that previously took information from this location to instead use the information from HKEY_LOCAL_MACHINE/Software/PSC
Whenever you modify the registry you should do a backup as deleting the wrong keys may be fatal for the OS and/or applications, and if you are not familiar with the registry it is strongly recommended that you do NOT modify it.
WHY DOES IT HAPPEN?
The reason why errors like this occur is due to changes of privileges for specific Users, Domains, or Applications
IMPORTANT NOTE
The issue described here is NOT a PROGRESS issue but an issue related to permissions set for either the user/domain/application.
