This KB explains the error message
SetupInstall: QueryShellMgr could not determine the shell
when installing Progress 9.0B on a NT4/SP5 machine
The problem is related to a missing entry in the registry, which
needs to be added. Follow these instructions to reconfigure the
system so that setup can create program folders and icons:
1. Click the Start button.
2. Click Run.
3. In the Open field type "Regedt32".
4. Maximize the Registry Editor if it does not immediately appear.
Registry Editor has a key structure similar to Windows
Explorer's folder structure. Double-click a key to open its
subkeys.) Open the following key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsNT\CurrentVersion Winlogon
5. On the right side of the screen, you have the values configured,
and the one which is missing, is Shell.
6. Select Edit from the Menu Bar, and click on "Add Value".
7. Input Shell as the Value Name, and select REG_SZ as the Data
Type.
8. Click OK.
9. Input explorer.exe as the string.
10.Click OK.
11.Restart the system.
