Kbase 19489: LOAD-MOUSE-POINTER Fails for a Direct Manipulation Widget

In Progress Version 8.3, a custom mouse pointer will not be displayed when the mouse is over a direct-manipulation widget (resizable, movable, and/or selectable are turned on).
This behavior was changed in 9.0A (now the custom mouse pointer is displayed except when the mouse is over a resize handle).
There's no way to work around this in 8.3.
