SUMMARY:
This solution applies to WebSpeed 2.1.
There was a bug in WebSpeed 2.1 with the offset file.
When an offset file exists in the same directory as the web object, but not explicitly in a PROPATH directory, it cannot be found. As a result, the offset file is regenerated in the same directory as the web object, but cannot be found on subsequent searches.
Another problem that this caused is a memory leak.
Each time the WebSpeed agent regenerated the OFFSET file it grew that much in size in memory.
