runtime license requires precompiled .r for startup PROSTART
Symptom: User bumped directly back to operating system when accessing
runtime product with startup procedure PROSTART
Solution: No .r for PROSTART found in PROPATH, user needs to compile
encrypted version of PROSTART and have pre-compiled version available.
If you need to get to editor under runtime, use the -rx option.
To confirm this is the problem, have user execute with -p dict.p
