"Unable to spawn process to update registry" on Windows NT

INTRODUCTION:
============
If you get this error during the Progress installation, this Kbase
might help to solve the problem.
WHY YOU NEED TO KNOW THIS:
===========================
Progress Installation needs to write some entries in the Registry.
If those entries cannot be written, this error may appear.
The error may happen even if the user is connected as Administrator
or equivalent.
PROCEDURAL APPROACH:
====================
Uninstall Progress before following the next steps (Kbase 18709)
-Start regedt32.exe (registry executable for Windows NT)
-Select HKEY_LOCAL_MACHINE
-Choose Security menu
Permission option
-Select the current user connected
-Set the "Type of Access" option to "Full Control"
