Default directory goes to My Documents in Windows 98

INTRODUCTION:
=============
When opening files in Progress on Windows 98 you will notice that the
default directory that was specified is ignored and will always place
you in the My Documents directory. This will seem as a random act to
the user but there is a pattern to this behavior.
When the user first starts using Progress on Windows 98 their working
directory most likely will be empty and when the working directory is
empty the default directory will be My Documents. When the user puts
their .p's in the working directory then this will become the default
when opening files. This is also the case for the directory where
Progress will look for your databases.
PROCEDURAL APPROACH:
=====================
Bring up Progress Desktop(or any other Progress application) on
Windows '98. Click on the File menu and then choose the Open option.
You can then choose to open a procedure or a database. In both cases,
if you don't have the appropriate file type in the directory that you
have specified as your working directory (the one that appears as the
Start in directory on the icon) it will default to look in the My
Documents directory.
