FIX:
This is not a Progress problem. It is an IBM problem related to high traffic networks.
IBM has created PTF's for both OS versions:
Version 4.2 ---> MF21534, superseeded by MF22381
Version 4.3 ---> MF22231, superseeded by MF22300
Contact IBM and ask for the superseeded PTF for your AS/400.
