Installation of V9 hangs on NTVDM.exe

INTRODUCTION:
=============
If you start setup.exe from V9 Progress installation CD-ROM
nothing happens. From NT task manager you can see that
NTVDM.exe was started and is consuming CPU time however.
NTVDM.exe is a support file of 16-bit Application. Long PATH
environment variable causes 16-bit Apps to hang.
To fix you need to reduce the length of the PATH environment
variable or add the following line to the CONFIG.NT file
to increase the environment size:
SHELL=%systemroot%\system32\command.com /e:2048
Then you will be able to run Progress setup.
