CAUSE:
In most cases, the cause of this is an environment variable being set incorrectly.
FIX:
Refer to Solution 17204 to be sure the environment variables DLC, IDLC, PROMSGS, IPROMSGS, PROOIBRK and PROOIDRV are set correctly.
