Data Dictionary tool fails to load multiple simultaneous table contents into database when permissions on the database directory prohibit user that started Data Dictionary.
Data Administration tool fails to load multiple simultaneous table contents into database when permissions on the database directory prohibit user that started Data Administration tool.

FIX:
There are three known workarounds:
1) connect the dictionary through TCP to the database not shared memory
2) load the tables one at a time not as a group
3) modify permissions on the directory to allow the user which started data dictionary/admin tool writes to create files in the database directory
