Error 14365 starting GUI application
Could not load ICU library icudata-psc.dll . (14365)
Error 4 creating collator:PL.
Starting Polish client application that worked previously results in error 14365.
Errors in the database log file when starting the application are:

The application has not been changed or upgraded.
The progress installation has not been changed or upgraded.
Trying to open one of the batch files for edit in the <DLC>\bin directory results in "Access is denied".

OpenEdge 10.x
CAUSE:
The installation location of OpenEdge has had its file permissions changed making some of it inaccessible to the end users. In this case a 3rd party company had affected the installtion.
FIX:
Correct the OpenEdge installation permissions.
