proquiet <dbname> bithreshold <new higher value> given successfully

CAUSE:
Bug# OE00207404
CAUSE:
In a situation where a database has hit a BI Stall point.
After the stall point has been released by using the command:
proquiet <dbname> bithreshold <new higher value bithreshold>
Any attempts to issue the command proquiet <dbname> disable will incorrectly report:
Database is in a Bistall Quiet Point - Request rejected.
FIX:
A bug has been filed on this situation.
The issue is cosmetic although it is misleading.
No stall is in effect.
The attempt to disable the quiet point should indicate the database is not quieted.
