SYMPTOM(s):
Fathom status shows Could not reach adminserver port 20931 which causes OpenEdge Explorer to not work
Fathom status shows Could not reach adminserver port 20931
"The page cannot be displayed" message when starting OE Explorer
"proadsv -q" shows AdminServer is alive
The adminserv.log shows AdminServer is bound to DNS IP address
The adminserv.log file also shows "Started SocketListener on 0.0.0.0:9090"
"nsman -i NS1 -q" shows adminserver host name is null
Windows firewall is disabled
Anti virus is not running as user stopped it
FACT(s) (Environment):

CAUSE:
The windows host file has the loopback ip entry as "0.0.0.0 localhost". There are other entry with the loopback ip address (127.0.0.1 for some sites) which may be added by anti spam software.
FIX:
Modify the C:\windows\system32\drivers\etc\hosts file to correct the entry for local host
from
0.0.0.0 localhost
to
127.0.0.1 localhost
Save the file and restart the adminserver again.
