Proserve is a script/batch file that is used to set environment variables for DLC, WRKDIR, PROMSGS, AdminServer path, Java Start executable, Java environment, Shared library environment and also points to the JavaTools.properties where we set up classpath and jvmargs for various tools like sqlexplorer, debugger, fathom etc.
_mprosrv is an executable that simply starts a database without setting any environment variables etc.
