CAUSE:
One or more executable files within $DLC/bin have the incorrect ownership and/or permissions. Typically the executables should be owned by "root" and some have the setuid bit set. The setuid bit allows executables to run as the owner of the executable rather than the user that is running the command. Not setting setuid bit appropriately can lead to permissions issues.
FIX:
Follow the steps shown in Knowledge Base P100887, "How should I set permissions for Progress executables and database files on UNIX?"
