SYMPTOM(s):
The xsi namespace is declared twice when using a ProDataSet as an output parameter for an OpenEdge Web Service (WSA)
When an OpenEdge Web Service (WSA) is defined with a ProDataSet output parameter, then the xsi namespace will be declared twice
The SOAP Response contains duplicate declaration of the xsi namespace when using a ProDataSet output parameter

CAUSE:
Bug# OE00206230
FIX:
The SOAP Envelope is still valid even though there are duplicate namespace declarations, so this should not cause any problems with Web Services clients. It's more of a cosmetic bug on the OpenEdge side.
