A TCP/IP packet sniffer shows a large number of packets between the ABL client and the Web Service
A TCP/IP packet sniffer shows a large number of retransmission requests between the ABL client and the Web Service

CAUSE:
Previously we were streaming out the HTTP header for the SOAP request a line at a time. This caused it to send lots of TCP packets and this had the potential to cause poor performance.
FIX:
Upgrade to OpenEdge 10.1B or later. The HTTP header is now send out in one request.
