SYMPTOM(s):
Cannot connect to WebSpeed broker from web browser:http://<IP address>/scripts/cgiip.exe/WService=<name>/login.html?conum=001
The following error is displayed in the web browser:
WebSpeed error from messenger process (6019)
Msngr: the specified service name does not exist or has a bad format. (5825)
wtbman reports that WebSpeed broker is not active
Errors in WebSpeed broker log:
Could not listen on port: <portNum> (8044)
java.net.BindException: Address already in use: JVM_Bind
Exception unbinding broker (not bound) : <ExceptionMsg_string> (8525)
ubroker v102B (03-Aug-09) done. (8041)

CAUSE:
The current port is not released on shutdown of the WebSpeed broker
FIX:
If unable to remove the port at this time, change the port on which the WebSpeed broker is started and restart the broker.
