Error attempting to add license to existing OpenEdge install

The data is invalid (<path>\progress.cfg)

The serial numbers and control codes are confirmed as correct

FACT(s) (Environment):

Windows
OpenEdge 10.x

CAUSE:

Using the following setup command:
setup.exe u
This command is to update existing licenses. It is not used to add new licenses.

FIX:

Run the setup command without the u:
setup.exe
