FACT(s) (Environment):
Web service files were copied between development and production directories during system maintenance.

CHANGE:
Changed AppServer port and redeployed web service
CAUSE:
Permissions were set incorrectly when web service was redeployed.
FIX:
Make sure web service directories (e. g. wsa1) are executable by the Tomcat process. Make sure web service files are readable by the Tomcat process. The permissions that are set during the standard web service deployment process should not normally need to be changed.
