No. Transparent Data Encryption (TDE) encrypts a block at a time and it doesn't matter what is in the block (except for the differences in what can be encrypted based on area type). Whatever values have been chosen for the maximum-rows-per-block or allocation cluster size, TDE is happy to encrypt it. It is recommended that both the maximum-rows-per-block and cluster size be set to 64.
