CAUSE:
TCP Offloading is enabled on the network adapter. TCP Offloading / TCP Chimney is known to cause various types of networking faults.
FIX:
Disable TCP Chimney or any of its variants (eg. TCP Segment Offload) within the network adapter Advanced settings.
