CAUSE:
Windows "Data Execution Prevention" was causing an issue with the processes loaded when SYSTEM-DIALOG was called.
FIX:
Turn off Data Execution Prevention for everything by selecting: "Turn on DEP for essential Windows programs and services only".
Control Panel->system->Advanced->Click on Settings in Performance Area->Data Execution Prevention
