SYMPTOM(s):
NETUI: Clicking .NET Form icon in the Windows Taskbar puts the Form window on top of active dialog.
Clicking the MainForm icon in the Windows Taskbar puts the MainForm window on top of active dialog.
Clicking the MainForm icon on the Windows Taskbar brings MainForm to the foreground even though it is disabled by the dialog box.
FACT(s) (Environment):
The dialog box is parented to Form1.
MainForm has no relationship to the dialog box, though it is disabled while the dialog box is active.

CAUSE:
Development investigation found that the behaviour is not caused by a bug but is expected. It is demonstrable outside of OpenEdge with equivalent C# code.
