Enter v for activeindexes/inactiveindexes in the idxbuild menu
FACT(s) (Environment):
No problem running proutil dbname -C idxbuild activeindexes from the command prompt.
No problem running proutil dbname -C idxbuild inactiveindexes from the command prompt.

CAUSE:
The promsgs file is corrupt. The 4107 error should not appear under any circumstance with the idxbuild.
FIX:
Replace promsgs file with a known good copy.
